Owen was born in Montgomery county, North Carolina, June 3, 1861. In 1861, his father's family moved to Christian county, Illinois, from which place, in 1872 they removed to Wilson county, Kansas, where he remained until his death. When fourteen years old (1875), he became a christian, was baptized and become a member of the Neodesha Baptist Church, of which he lived an exemplary member until his demise."
